hyper librarian and the other card are the subscription promos- so yes you do have to get the subscription. the other article they had is merely a magazine promo included in the coming issue.

If we can't play cards released as promos for America why make them at all? Doesn't seem fair.
They really should stop making Manga/JUMP Promos and start releasing more sets. Hyper should be in Hidden Arsenal or something.

the card will change the game... already fish have a first turn burn loop because of its draw power, psychics have a first turn lock because of it, any synchro swarm deck will abuse this and in yugioh drawing cards is the resource system

So this is getting released as nationals prize card in europe. Just wondering when it will be legal in europe? I guess after each country has had it's nationals, or does it count as being released in europe once it has been released as a prize card in one country?

However, Grannel is legal upon release.

This is because one is a magazine subscription promo while the other is a magazine promo.
