This card cannot be Normal Summoned or Set. This card cannot be Special Summoned except by sending 1 face-up &quot;Elemental Hero Neos&quot; and 1 face-up &quot;Yubel&quot; you control to the Graveyard. This card cannot be destroyed by card effects. If this card battles an opponent's monster, at the end of the Damage Step, inflict damage to your opponent equal to the ATK of the monster it battled, and gain Life Points equal to that monster's DEF.<br />

So let's discuss the Summoning Conditions.<br />
<br />
This is a NOMI monster, which means it can be a real pain to summon. However, thanks to the truckload of Elemental Heroes support, we can speed things up a little bit. Elemental Hero Neos Alius is a good replacement for Neos, and when combo'ed with Double Summon, takes only one turn to gain Neos's name. Prisma is a must, to take the name of Neos on the field. One could also discard Neos as a cost for some card, for example I use Phoenix Wing Wind Blast, and resurrect him with O- Oversoul. Ancient Rules is another way to get Neos out onto the field. <br />
<br />
The second part of the requirement is Yubel. Yubel is annoyingly-high leveled; the easiest way to get it out is to dump it in the graveyard. Foolish Burial is good for this, as is Dark Grepher/Armageddon Knight. Phantom of Chaos can be used to copy its effects and name, or use Limit Reverse to resurrect it from the Graveyard. Finally, Mystic Tomato is very useful because, since Yubel is 0ATK/0DEF, it can pull Yubel out onto the field instantly. You'll probably want to get Yubel onto the field second if possible because the tribute one monster requirement is quite annoying. <br />
<br />
So now that we've taken a look at the summoning requirements, let's talk about the rest of the card!<br />
<br />
This card cannot be destroyed by card effects. If this card battles an opponent's monster, at the end of the Damage Step, inflict damage to your opponent equal to the ATK of the monster it battled, and gain Life Points equal to that monster's DEF.<br />
<br />
3000 ATK/3000 DEF make it a tough cookie to destroy. Even better, this card can't be destroyed by card effects! That's right, no Bottomless Trap Hole or Mirror Force can take it away. The main threat lies in Dimensional Prison/Compulsory Evacuation Device, as these will bounce Neos Wiseman (and make you rage) by circumventing his effect. <br />
<br />
And finally, his third and most useful effect. Whenever Neos Wiseman battles, he can burn your opponent with the opposing monster's ATK points! Just as good, you gain lifepoints! The best part is that the effect says when Wiseman battles, not when he destroys an opposing monster. If your opponent is planning on overpowering Wiseman, they're going to have to hurt themselves pretty badly to do it. And if they have a Judgement Dragon/ Obelisk or something big out on the field, you can ram Wiseman into it for massive damage dealing (best done when you know you can finish them that turn).<br />

So, to summarize, the pros and cons:<br />

* Excellent Burn Card<br />
* Regains your own lifepoints<br />
* 3000 ATK Beatstick<br />

* Can be bounced (D-Prison, CED, Neo-Spacian Grand Mole)<br />
<br />
I would rate this card an 8/10. But if you're not willing to base an entire deck around it, stay away- it's not worth it otherwise.</div>

Review:<br />
Hey, this is a cool card here! I can imagine it all now:<br />
P2: Hah! I play Power Bond, and i choose Cyber End Dragon! So its ATK is now 8,000! Now, Attack, Cyber End Dragon!<br />
P1: I activate Magic Cylinder!<br />
BOOM! P2 Dies. P1 wins.<br />
Get the point? It grabs your opponents brute strength, and uses it against them. They manage to get a ATK/10,000 creature on the board, counter it, and they lose. Although, its not really a Game ender, though. Prime Material Dragon can lock-down this card and squelch its power to nothing. It all depends on how powerful your opponents monster is. <br />
<br />
Ratings:<br />
FUN: The ability to take an opponents strength and use it against them is really cool! 10/10<br />
Strategy: Cool, but a spanner can be in the works if Prime Material Dragon is on the field. Jinzo stops it aswel. :P 8/10<br />
Art: The DARK background of red and black makes the cups have a lovely glowing effect. 9/10<br />
Competitive: Often, Pro players will use this card. Especially Elemental Heroes. To lure a high ATK creature in and....SMACK!BAM! You lose an attack and Life Points. 10/10<br />
