    Default Starlight road and stardust dragon

    if i special summon stardust dragon via starlight road's effect, can i use stardust dragon effect and special summon him back at the end phrase?

    why yes?

    You can use the effect but stardust wont be special summoned back at endphase.

    This is because he wasn't properly summoned.

    stardust dragon has to be synchron summon for it to use its 'revive' effect?
    why is that so ?

    Any Synchro or Fusion monster has to have been properly summoned in order to be special summoned from the GY/RFP area. Including Stardust.

    if a monster is not properly fusion, synchro or ritual summoned, it cannot be revived because it was not properly summoned the first time. Fusion, Synchro and Ritual Summoning are requirements for those types of cards to be proberly summoned and, while it is apparent some of them may be summoned in other ways, because they were not properly summoned the first time, that cannot be summoned again from the graveyard or remove from play pile, even by another card's effect.
