    Default "Once per turn" rulings?

    Can you activate a monster effect that says "Once per turn..." in it's effect during either players turn. For example, Blackwing- Gale the Whirlwind's effect says "Once per turn, you can halve the ATK and DEF of 1 face-up monster your opponent controls", does this mean you can half the attack of an opponents during both your turn and your opponents turn.

    Not unless the effect specifically states you can, no. Otherwise it would say "Once during either players turn..."
